A councilman is questioning an agreement Elkhart made with the RV Hall of Fame. David Henke sent a copy to the Indiana Department of Local Government Finance for review. He says the agreement should have been approved by the city council rather than the city’s board of public works. The Elkhart Truth reports the deal gives the nonprofit a discounted rate on certain utility fees and forgives a $115,000 debt in return for the hall’s agreement to start making regular payments. The Truth says the hall had refused to pay the fees for several years because of its nonprofit status. Mayor Dick Moore says the city had to make the bargain to get the hall to start making payments. The hall didn’t return a call seeking comment. (AP)
