The St. Joseph County Bar Association has announced the recipient of its 2019 Liberty Bell Award.
Barbara Howes, a consultant who works with St. Joseph County Circuit Court Adult Treatment Court, and its Swift and Sure program, was selected as this year’s winner. She also serves as coordinator for both specialty courts.
Judge Jeff Middleton said Howes wrote an additional treatment grant, which helped establish Circuit Court’s Adult Treatment Drug Court. Howes also is responsible for coordinating all of the contractors who work with specialty courts, including case managers, peer-support specialists and treatment providers.
Howes was nominated by several members of the county’s Bar Association.
A presentation of the 35th annual award will take place at 9 a.m. Wednesday in St. Joseph County Circuit Court.
