Non-motorized improvements coming to Constantine

Constantine Village Manager Mark Honeysett said the municipality is not in compliance with a state law covering expenditures for non-motorized improvements.
Non-motorized transportation is a critical element in the transportation system and increases mobility choices, relieves traffic congestion, reduces air pollution and fuel consumption and promotes physical activity and healthy lifestyles, he said.
The state defines non-motorized primarily as pedestrians, bicyclists and wheelchairs. Honesysett said Michigan Department of Transportation has indicated the village is off by a thousand dollars.
He said that to be in compliance with the state, the village must present a plan to expend at least $56,000 of the state’s funds within the next three years on non-motorized transportation improvements.
As a result, the council recently voted to allocate a minimum of $13,600 on major roads and $5,000 on local roads for each of the three fiscal years, beginning April 1.
Honeysett said the village plans to spend approximately $20,000 on road improvements on Canaris Street and White Pigeon Road in the coming year. He added he is going to ask DPW head Jon Hamminga to assess which sidewalks need repair.
