County Commissioners adopt civility proclamation

A civility proclamation was adopted Tuesday by the St. Joseph County Board of Commissioners. Board chairman Allen Balog said the idea was brought to the board by Jeff Gatton from the Three Rivers Area Chamber of Commerce.
